Education Minister Inaugurates New CIHRM Council, Urges Focus on Productivity and Workforce Efficiency

Minister for Education, Haruna Iddrisu (MP), has officially inaugurated the new Governing Council of the Chartered Institute of Human Resource Management, Ghana (CIHRM), calling on members to prioritize productivity, punctuality, and responsible workforce management within the public sector.
The newly sworn-in 11-member CIHRM Council includes:
- Florence Hutchful (President)
- Dorothy Asare (Vice President)
- Dr. Francis Eduku (CEO)
- Dr. Edward Kwapong (Immediate Past President)
- Nana Kwabena Yeboah, Dora Siaw-Lartey, Eric Sewonu Adadevoh, and Louise Agyemang-Barning (Executive Members)
- Anita Andrews Nanfuri (GTEC Representative)
- Truedy A. Osae (GEA Representative)
- Comfort Dede Aki Ashiagbor (Ministry of Education Representative)
In his keynote address, Minister Iddrisu urged the Council to develop a clear manpower roadmap to help curb what he described as unchecked staffing increases across government agencies.
“HR managers have allowed the mushrooming of numbers in both the Civil and Public Service. At the Free Zones Authority, we had 70 employees. Today, I hear it’s over 300. Similarly, the NCA has grown from 98 staff to 300. We are just adding numbers rather than streamlining,” he said.
He emphasized the need for efficiency and accountability in human resource management, echoing the President’s concerns about bloated public sector staffing levels.
Speaking on behalf of the new Council, CIHRM President Florence Hutchful expressed appreciation to the Minister and reaffirmed the Institute’s commitment to national development through professional HR practices.
“Education is the bedrock of national development, and we value the Ministry’s leadership in shaping future-focused policies,” she said. “CIHRM will continue to equip HR professionals with the skills and ethical grounding needed to drive a productive workforce and sustainable organizations.”
She also assured the Minister of the Council’s dedication to addressing key concerns around punctuality, productivity, and right-sizing the public workforce.
In closing, CIHRM CEO Dr. Francis Eduku formally invited the Minister to serve as the keynote speaker at the Institute’s upcoming 2025 HR Conference, which will take place on June 18–19 at the Alisa Hotel, North Ridge, Accra.
