The government has earmarked GH¢5.4 billion to strengthen the Livelihood Empowerment Against Poverty (LEAP) program, the National Health Insurance Scheme (NHIS), and the school feeding initiative.

This significant allocation was disclosed by Finance Minister Dr. Mohammed Amin Adam during his mid-year budget review to Parliament on Tuesday, July 23. He emphasized the government’s unwavering dedication to improving the quality of life for all Ghanaians, especially the most vulnerable.

Key points from Dr. Amin Adam’s announcement:

  • Government’s Commitment: The GH¢5.4 billion disbursement reflects the government’s resolve to enhance essential social services and support for vulnerable populations.
  • LEAP Program: A significant portion of these funds will support the LEAP program, which provides cash transfers to the poorest households. The additional funding is expected to expand the program’s reach and benefit more households.
  • School Feeding Program: Designed to improve the nutritional status of children in public basic schools, the school feeding program will also receive a substantial boost. Enhanced funding aims to combat child hunger and promote better educational outcomes.
  • NHIS Funding: The NHIS, a cornerstone of Ghana’s healthcare system, will benefit from the new funds to ensure more citizens can access quality healthcare without financial hardship.
  • Economic Context: Despite global economic uncertainties, the government remains committed to prudent fiscal management and strategic social investments. Dr. Amin Adam highlighted the importance of maintaining fiscal discipline while investing in programs that foster inclusive growth.
  • Economic Performance: Ghana’s economy grew by 4.7% in the first quarter of the year, surpassing initial projections. This growth is attributed to effective policy measures and robust economic management, including stabilizing inflation and the exchange rate.
  • Government’s Approach: The Minister reiterated the government’s dedication to fiscal discipline and social investment, stating, “Despite the global economic headwinds, our government remains steadfast in its commitment to fiscal discipline and social investment. We believe that strategic spending in social protection programs is crucial for fostering inclusive growth and building a resilient economy.”
